The family of late conservative activist Charlie Kirk has filed a formal notice of claim signaling their intent to sue Utah Valley University and state officials for wrongful death, alleging that a string of gross security failures led to his fatal shooting.

Attorneys representing Kirk’s widow and parents filed the notice against the university, its campus police department, and the state of Utah. The filing claims school administrators and law enforcement failed to implement basic safety measures—including perimeter monitoring, drone surveillance, and adequate staffing—leaving Kirk vulnerable to a rooftop sniper during an outdoor campus event.
